AJACCIO

Ajaccio, the ancient capital of Corsica with 60,000 inhabitants, is facing the challenges of renewing the urban developments dating from the 1960ís as well as renovating buildings in the historic cen-tre. Since 2002, a significant urban renewal program was started by the City of Ajaccio in partner-ship with ADEME.
The project concerns the energy-conscious refurbishment of 419 apartments of which 5 are part of the protected historic centre of this medieval town. A new block with 8 apartments will be built in the historic centre, as well as a new public services building out-side the old city centre. To save 18% on energy consumption, the following measures will be applied:
  • Solar domestic hot water in all apartments (in total 735 m2);
  • Construction of a High Environmental Quality (HQE) new public service office building;
  • Energy-saving refurbishment of over 400 dwellings.

1. Social flats

The construction of social flats was completed in July 2011 and were lived in from the date onwards.

2. Social Landlord: Erilia

The housing stock concerned by this action is located within the urban renovation zone, and is on track to completion. It is made up of 2 buildings (B and C). Rehabilitation work has been completed and solar panels are installed and performing.

The renovation of the two buildings of social flats has been completed. The monitoring devices were installed before the renovation took place. The meters of the gas heating appliances are regularly read, which enable us to compare the consumption since the instalment of the solar panels. This building was the first one to be submitted to the social monitoring campaign.

Saint-Jean 1
A thin insulation layer was supposed to be integrated to the building from the inside.
Keeping in mind a high level of energetic performance, it has been decided to work from the outside. Because of a new procurement some delays are to be noticed.
Renovation works have now been completed. The technical report is in the process of being written out.

Saint-Jean 2
The project consisted of the installation of approximately 2.961 m2 of photovoltaic sensors on the roofs of social housing buildings. The objective was for the owner to carry out an investment transaction while allowing a reduction in the tenantsí expenses.
The public call for tender for it was successfully carried out. The signature of public work contract was suspended as France, at the end of 2010, decided on a moratorium in order to re-examine its policy regarding subsidies for the photovoltaic equipments. After this period of reflexion, the purchase price of kw of electricity by the national company was fixed at 0.12 cts of Euros against 0.438 cts of Euros before. As a consequence of this decision, the social owner gave definitely up the will to install such equipment because of the non profitability of the transaction. 4. Solar hot water collectors

A surface of 333 m2 of solar collectors has been installed on social housing buildings and will produce hot water for 223 apartments.

5. Building of Maison de quartier des Cannes

The building of this public office building is definitely part of the total renewal of the District. The building of the edifice is further delayed, such that this delay will put the iconic project outside the official end date (2014).
